Elder Frederick A. Williams

Senior Pastor & Founder

A native of North Carolina, Elder Frederick Andrew Williams retired from the U.S. Navy in 1994, where he served as a Drug & Alcohol Program Advisor, Equal Opportunity Program Specialist, and Flight Engineer on the P-3 Orion.

Called to ministry in 1991, he served faithfully at Greater Love COGIC in California under Supt. J.Q. Jones in numerous capacities including Youth Pastor and State Youth Department President. After returning to Fayetteville in 2005, he founded J-TOP in December 2007 with a profound heart for the community.

He is employed at the Department of Veterans Affairs Medical Center as a Safety & Emergency Manager. He and his wife, First Lady Sandra Williams, have six blessed children.

Evangelist Sandra G. Williams

First Lady & Women's Department President

Evangelist Sandra G. Williams is a dedicated youth leader, mentor, and administrator. She retired from NASA in 2005 and currently serves as the Director of Academic Budgeting and Administration in the Provost Office at Fayetteville State University.

Also called to ministry in 1991 alongside her husband, she served at Greater Love COGIC in various roles including Praise & Worship Team Leader and State Youth Purity President.

At J-TOP Ministries, she serves as the Executive Pastor of Administration and President of the Women's Department, leading with grace, wisdom, and an unwavering commitment to empowering individuals in Christ.
